Behavioral Health Director

Location: Winnebago Public Health Department – WCHS, Winnebago, NE

Status: Regular, Full-Time Perm

Reports To: Public Health Administrator

Closing Date: Open Until Filled

Salary: $138,669 - $150K DOE

Position Summary

  • Leads, plans, and directs all Behavioral Health (BH) programs within WCHS.
  • Oversees mental health and substance use services in alignment with organizational policies and community needs.
  • Provides administrative leadership in budgeting, staffing, compliance, and reporting.
  • Ensures high-quality clinical supervision and development of BH staff.
  • Delivers outpatient and outreach behavioral health services as needed.
  • Applies professional judgment to ensure effective, culturally competent care.

Job Responsibilities

Program Administration & Compliance
• Maintain and submit required state and federal reports.
• Ensure program compliance with all State and Federal Regulations, including 42 CFR Part 2.
• Manage and maintain all federal and state grants; ensure all grant requirements are met.
• Develop, document, and evaluate measurable program goals.
• Implement and manage a quality assurance program that meets regulatory standards.
• Maintain accurate program records, documentation, and reporting systems
Staff Leadership & Clinical Supervision
• Hire, supervise, evaluate, and support BH staff.
• Conduct staff meetings, diagnostic meetings, and client disposition meetings.
• Provide clinical supervision and sign off on all clinical documentation.
• Oversee alcohol and drug counseling services for youth and adults.
• Conduct monthly reviews of client files for compliance and quality.
• Implement staff development plans to improve performance and competencies.
• Provide or coordinate training, in service education, and professional development opportunities.
Budget & Financial Oversight
• Plan, justify, and manage the annual Behavioral Health budget.
• Monitor expenditures using appropriate software and financial tools.
• Ensure compliance with financial requirements tied to grants and contracts.
• Maintain knowledge of federal, state, and private contracting processes.
Community & Interagency Collaboration
• Represent the Behavioral Health Program at federal, state, tribal, and local meetings.
• Coordinate with agencies to expand and improve services while maintaining confidentiality standards.
• Work closely with School Administration, Tribal Court, Social Services, and other referral partners.
• Develop relationships with inpatient treatment facilities and detox centers; understand their intake processes.
• Support total client care through strong interagency communication and collaboration.
Direct Clinical Services
• Provide outpatient and outreach behavioral health services as needed.
• Enhance clinical skills and competencies of treatment staff.
• Ensure culturally appropriate, trauma informed care across all services.

Qualifications

Required Credentials
• Dual licensure: LMHP / LADC.
• Minimum 5 years of job related experience.
• Supervisory experience required.
• Valid driver’s license and insurability.
• Ability to pass drug testing and background check (no child/elder abuse).
