Location: 401 Picacho Road, Winterhaven, California 92283
Contract Type: Federal One-Year Contract (Base Period) — Indian Health Service BPA Call, nonpersonal health care services
Estimated Start Date: November 1, 2026 (facility estimate; subject to award, security clearance, and credentialing/privileging timelines)
Schedule: Monday–Friday, 0800–1700 Pacific Time (40 hrs/week), excluding Federal holidays; full-day, partial-day, or intermittent BPA call clinic sessions.
Credentialing Lead Time: Candidate package due at least 45 calendar days before proposed start date; no performance may begin until security, onboarding, and credentialing/privileging are complete and the Government issues written start authorization.
Key Responsibilities
- Perform comprehensive eye exams, vision assessments, refractions, and follow-up evaluations within granted privileges.
- Diagnose and manage refractive error and ocular disease; prescribe corrective lenses, medications, and therapies as authorized.
- Perform/interpret diagnostic testing and minor ocular procedures within scope and local protocol.
- Document encounters same-day in the Government EHR; refer to ophthalmology/emergency care as needed.
Minimum Qualifications

• Doctor of Optometry (O.D.) from an accredited institution |
|
• Active, unrestricted optometry license in any U.S. State, D.C., Puerto Rico, or U.S. Territory |
|
• Minimum 2 years' recent primary eye care/ambulatory optometry experience |
|
• Current BLS certification if required by local privileging standards |
|
• Able to obtain and maintain FYHCC security access, credentialing, and clinical privileges |

Job Responsibilities
Evaluate, diagnose, treat, and manage refractive error, ocular disease, and related eye conditions within scope of practice
Prescribe corrective lenses, medications, and other vision-related treatment plans when clinically indicated
Perform or interpret diagnostic testing and minor ocular procedures within scope of practice and local clinical protocol
Document patient encounters, prescriptions, procedures, diagnostic results, referrals, follow-up instructions, and disposition same-day in the Government electronic health record (EHR)
Coordinate referrals and consultations to ophthalmology, emergency care, or other specialty care when a patient's needs exceed clinic capability or granted privileges
Support safe clinic flow, timely patient access, and continuity of care during BPA call coverage sessions while applying independent professional judgment
Protect patient rights, informed consent, privacy, dignity, and cultural considerations in all interactions
Comply with infection prevention and instrument sanitation/reprocessing requirements applicable to the clinic setting
Participate in required orientation, patient safety, credentialing, peer review, and quality activities
Qualifications
Active, unrestricted optometry license in any U.S. State, D.C., Puerto Rico, or a U.S. Territory
Minimum two (2) years of recent clinical experience in primary eye care, ambulatory optometry, or a closely related practice setting
Current Basic Life Support (BLS) certification from an AHA- or ARC-approved provider, if required by local privileging standards
Demonstrated ability to document care in an electronic health record system
Any registration, certification, or authority required to prescribe medications, order diagnostic testing, or perform privileged procedures under local policy and granted privileges
Ability to obtain and maintain FYHCC security access, credentialing, and clinical privileges
Compliance with continuing education, immunization, and mandatory training requirements applicable to the clinician and the facility
