I hope all is well. My name is Tom Zinda, provider recruiter for Premier Physician Services. I’m writing to advise of a new opportunity in becoming qualified to complete Camp Lejeune Contaminated Water (CLCW) independent medical opinions (IMOs) for VES. These opinions are records reviews and research-based only; no physical exam of the veteran is required. Let me provide you with some background on CLCW. Effective March 14, 2017 the Department of Veterans Affairs (VA) amended its adjudication regulations regarding presumptive service connection, adding certain diseases associated with contaminants present in the base water supply at U.S. Marine Corps Base Camp Lejeune (Camp Lejeune), North Carolina, from August 1, 1953, to December 31, 1987. This final rule establishes that veterans, former reservists, and former National Guard members, who served at Camp Lejeune for no less than 30 days (consecutive or nonconsecutive) during this period, and who have been diagnosed with any of eight associated diseases, are presumed to have incurred or aggravated the disease in service for purposes of entitlement to VA benefits.



The Vendor who I am working with, VES has been advised of the VA’s sizeable backlog of these opinions with which they would like your help. This is the first time VA has ever allowed contractors to handle these important evaluations and only physicians who are board certified in Occupational Medicine are eligible, so we’re thrilled to extend this opportunity to you. Details on qualification are below:



Who: Only board-certified OC Med physicians are eligible to complete these opinions



Required Credentials:


- Curriculum Vitae (Resume)


- Medical License (MD or DO)


- Occupation Medicine Board Certification


- Liability Insurance



Where: All training materials can be accessed via the VES website ([Register to View] ), Provider Info, Provider Training, CLCW); the case review portion will be a live 30 minute to one hour conference call.



Compensated training involved (3-4 hours estimated timeframe):



  • The purpose of the training is to learn how to complete adequate, ratable independent medical opinions for CLCW claims.
  • Review of several training slideshows and documents created by VBA subject matter experts on CLCW.
  • An interactive sample case review with our Medical Director, Dr. Jeffrey Middeldorf, via conference call.
  • Compensation for completing the training.


VES currently has a small group of qualified physicians who are actively completing these opinions. Most have advised that because of the initial learning curve their first opinions required between 3-4 hours each to complete; however, this time has significantly been reduced with each subsequent opinion.
