The Associate Chief Medical Officer (ACMO) provides oversight to the clinical care delivery system ensuring highest level of quality care to TrueCare patients. The ACMO ensures TrueCare’s Clinical Director’s effectively and efficiently manage clinical care, and that clinical operations support the needs of the clinicians and the patients. The ACMO promotes the monitoring of clinical performance to ensure clinical services are in compliance with all applicable regulatory and licensing agencies while continuously evaluating developments in clinical quality of care and making recommendations for new practices and procedures. As a member of the leadership team, the ACMO is responsible for implementing, reviewing, and developing clinical protocols, performance objectives, productivity benchmarks, provider workflow planning. The ACMO reports directly to and advises the CMO/COO.
Essential Functions

Operations

  • Provides leadership and oversight of the health services and programs provided at the clinics.
  • Champions delivery of quality care as priority for the clinical staff.
  • Leads development and implementation of population health management programs.
  • Recruits, develops, and retains a medical director team within the Medical Affairs department.
  • Ensures ongoing development of all medical service components including continuous quality management/improvement, utilization review and credentialing.
  • Responsible for the design, implementation, modification and monitoring of new clinical systems at all sites toward the goals of access, standardization and efficiency.
  • Responsible for controlling costs related to clinical resource utilization.
  • Advocates for patient-care related initiatives that support access and timely, quality care across the organization.
  • Collaborates in ensuring the viability of the organization through the oversight of provider productivity
  • and participation in the annual budget.
  • Ensures that provider staff clinical practices comply with all local, state, federal and other regulatory
  • requirements as well as nationally recognized standards of care.
  • Identifies and participates in the resolution of medical service delivery problems.
  • Assures clinical services meet the program requirements to maintain FQHC status and assists in
  • education for staff to assure an understanding of FQHC compliance regulations.
  • Leads the Peer Review process and ensures all findings are reviewed and managed appropriately.
  • Utilizes technology as required including EHR and other clinical workflows involving providers.
  • Attends clinical roundtable meetings of primary care associations and serves as a community
  • resource; Serves as the agency liaison to the area medical community-at-large, including medical schools, community physicians and medical societies.
  • Establishes mechanisms to ensure appropriate medical decisions on requests and appeals; addresses malpractice claims; works with attorneys and malpractice carriers and medical staff to resolve claims.
  • Reviews epidemiological trends present in patients/community in order to direct Health Center responsiveness.
  • Maintains all activities of the office of the CMO and provides continuity during the CMO's absence.
  • Ensures provider governance structure to include: Clinical Directors of Primary Care Services, Provider Advisory Group.

Quality

  • Oversees the clinical quality improvement activities and ensures appropriate goals are set for all indicators.
  • Reviews and utilizes clinical data to drive quality improvement activities and need for ongoing staff education.
  • Is accountable to the CMO/COO on critical clinic performance measures for quality and fiscal outcomes.
  • Oversees medical staff policies, procedures and health care delivery to assure quality patient care.
  • Assures that quality management processes are being conducted and utilized in strategic planning, quality improvement and medical staff performance.

Physician

  • Assists the CMO/COO in program development as requested.
  • Participates in utilization review and management.
  • Will routinely provide comprehensive medical services for patients of TrueCare.

Community Interaction

  • Maintains cooperative relationships with the medical community, other health care agencies, professional organizations, government bodies and funders and represent TrueCare at meetings as necessary or requested.

Job Requirements

  • Medical Degree with at least fifteen years’ experience in managing health care delivery, directing clinical systems and coordinating patient flow.
  • Experience in managing physician, advanced practice provider, and support staff performance, developing, and monitoring quality assurance programs, and representing both administrative and medical interests.
  • At least ten years’ experience in health administration or management of a health care system at the Director level.
  • Extensive managed care experience.
  • Experience in contracting and utilization management.

Licenses

  • State of California license as a Medical Doctor or Doctor of Osteopathy.
  • Will be required to travel between all TrueCare sites and locations therefore California Driver’s License, proof of valid insurance and clean driving record required.

Certifications

  • Current board certification in family practice, pediatrics or internal medicine through American Board of Medical Specialties.
  • Current Basic Life Saving (BLS) certification.
