Location: Nellis AFB, NV

Work Schedule:

  • The schedule or scheduling process is as follows:
    Scheduled shifts are typically 8 hours per day, Monday through Friday between the hours of 0700-1700. There will also be a requirement for 24hour general surgery call for up to 7 days per month throughout the year.

Qualifications:

Degree/Education (5.2.4): Must be graduate from an accredited medical school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Exhibit 5-55, Version 1.4 (26 Apr 19) Department of Education and the Accreditation Council for Graduate Medical Education (ACGME) at the time the degree was obtained (e.g. Royal College of Physicians and Surgeons of Canada (RCPSC), College of Family Physicians of Canada (CFPC). A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge substantially equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. Foreign national physicians must meet requirements spelled out in AFI 44-119.
• Certifications in addition to Basic Life Support (5.2.3): In addition to the qualifications listed in the contract, HCWs shall maintain the following additional certifications: The Board Certified or General Surgeon must have certification by the American Board of Surgery. This must remain current at all times. The HCW shall hold and maintain Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), and Pediatric Life Support certifications (PALS) using American Heart Association or American Red Cross guidelines. The HCW will ahold and maintain Advance Trauma Life Support (ATLS) certification form the American College of Surgeons. Members must present proof of current certification(s) through American Heart Association or American Red Cross, and the American College of Surgeons. Computer-based training does not constitute fulfilling the training requirements. Must maintain currency at NO cost to the government. Recertification is NOT provided by the MTF.
• Experience: Successful completion of an internship and residency program (corresponding to the specialty required in the TO) which has been approved by the Accreditation Council for Graduate Medical Education or the Committee on Postdoctoral Training of the American Osteopathic Association. Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate
must have had at least 1 year of supervised experience providing direct service in a clinical setting (i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training). For purposes of this requirement, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.
o An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training an appropriate accrediting body.
o A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by an appropriate accrediting body.
o A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training
• Board Certification (5.2.6.4.4): Board eligible or board certified as required in the TO.
• Licensure/Registration: Current, full, active, and unrestricted license to practice medicine as required in the TO.

HCW Duties (5.1 Task 1): The duties for the HCW are as follows:
• Shall provide full spectrum General Surgery care encompassing outpatient clinical, inpatient services including call, and procedural services. This will be provided in a cost-effective manner that focuses on patient-centered evidence-based outcomes. The General Surgeon will collaborate with staff and other clinical departments within and outside the MTF to facilitate excellent patient care and will be expected to participate fully as a member of the 99 MDG medical staff. The General Surgeon will have sufficient experience to be able to adequately evaluate, diagnose, treat and provide consultation for patients of all ages to correct or treat various conditions, diseases, disorders, and injuries of the head and neck, chest, abdomen, and it contents, extremities, breast, skin and soft tissues, and endocrine system. The general Surgeon provide non-surgical care for conditions that may eventually require surgical procedure as well as pre-, intra-, and post-operative surgical care. The General Surgeon may admit to the facility and may provide care to patients in the intensive care setting in accordance with MTF policies. The General Surgeon also assess, stabilizes, and determines the disposition of patients with emergent conditions or traumatic injuries in accordance with medical staff policy. The General Surgeons’s productivity, in terms of patients seen per clinic day is expected to be comparable to that of the other civilian and military General Surgeons assigned to the same facility and authorized the same scope of practice. Productivity will
meet current Medical Group Management Association (MGMA) standards for Nellis Air Force Base. The MGMA standard is updated annually on the fiscal year. It is the Contractor’s responsibility to contact Medical Logistics for an updated copy.
• Shall see new patient consults and established follow-up clinic visits. The HCW is expected to participate in telehealth and virtual encounters as well as respond to telephone consults and secure messages IAW pertinent AFIs and local policies. The HCW will also consult with other specialty practitioners for consultative opinions and continuation of care.
• Shall include routine general surgery care which includes care for acute and chronic patient conditions.
• Shall practice within the guidelines set by the credentialing office of the MTF and or Medical Director.
• Shall adhere to the policies and standards of the Defense Health Agency and Air Force Medical Service in meeting or exceeding established Air Force standards for access, Preventive Health Assessment Individual Medical Record (PIMR) and HEDIS measures.
• Shall coordinate patient care with community health agencies and social programs. Will facilitate continuity of care for patients. Has knowledge of a wide variety of resource agencies available in the military treatment system to ensure proper and expedient referral of the patient and/or family member.
• Shall possess sufficient knowledge of current TRICARE standards, population-based health care, disease management, medically-oriented computer systems, and trends in prevention.
• Familiarization with Department of Defense (DoD), Federal, State, non-profit healthcare systems and organizations, to include DoD Tri-Service Military Healthcare Systems, TRICARE purchased care system, Medicare, Medicaid and the Veterans Administration (VA) is highly desired.
• Shall ensure implementation of policies, standards, and programs that support the clinical practice within ethical and legal boundaries.
• Shall possess knowledge and experience in Patient Advocacy, Patient Privacy, and Customer Relations.
• Shall function as a patient advocate and mandatory reporter in the medical center.
• Shall possess basic knowledge of emergency procedures in order to react promptly and appropriately to provide effective care during emergency situations, respiratory or cardiac arrest.
• Shall provide immediate evaluation and management of emergency problems as they occur.
• May provide other health care services not specifically listed for which training/credentials are held and privileges have been awarded by the MTF Commander.
• Shall consult with medical personnel, legal authorities, and military commanders as required.
• Shall be guided by the MTF formulary for prescriptions. Drugs not appearing on the formulary must be pre-approved by the Pharmacy and Therapeutics Committee.
• Shall possess basic knowledge of established clinic standards of care and Joint Commission requirements for clinical and documentation protocols, safety, infection control, performance improvement, etc., to insure compliance with policies and provide consistent training and guidance for clinic staff.
• Shall ensure patient and staff safety through safety awareness, proper infection control and promotion of clean, orderly clinic environment. Recognizes, reports, and corrects potential safety hazards.
• Documentation. Shall prepare all documentation to meet or exceed established MTF standards, to include, but not limited to: timeliness, accuracy, content, and signature.
• Shall only use MTF and Air Force-approved abbreviations for documentation in the patient health records and follow the MTF’s Do Not Use Abbreviation List.
• Shall complete medical records documentation within 72 business hours of the encounter with the patient.
• Coding. Shall use the proper coding of procedures and treatment, and shall maintain coding accuracy (CPT/E&M/procedure) at the same standard, 90% or higher, as military and civil service health care providers engaged in comparable work.
• Shall be responsible for creating, maintaining and disposing of only those Government records which are specified by the 99 MDG.
• Shall only release medical information obtained during the course of this contract to other MTF staff involved in the care and treatment of that individual patient.
• Shall possess basic knowledge of and ability to demonstrate leadership skills in order to provide guidance, counseling, training and professional evaluation.
• Shall develop and direct long-term management strategies. Shall provide clinical and administrative leadership and expertise, managing patient care and coordinating additional subspecialty referrals, answering patient telephone consults (with the assistance of clinic staff), and refilling prescriptions.
• May be asked to participate in committees, programs or clinical services directly related to area of clinical responsibility or privileges. May temporarily be assigned clinic medical director duties.
• Shall provide for ongoing education programs to promote, protect and maintain optimum levels of wellness. Shall provide health counseling to patients and their families, and develop a plan for health maintenance based on individual needs.
• Shall provide instruction, coaching, mentoring, and training for medical residents, physician assistant students, medical students and/or students of other health care disciplines in the form of clinical rotations, didactics and outpatient discussions as appropriate.
• Shall participate in educational activities to include supervision of internal medicine residents and physician assistant students in clinic duties, teaching residents on internal medicine services.
• Shall direct supporting Government employees assigned to them during the performance of clinical duties. Guides the performance of assigned personnel. Uses team approach toward staff and patient management.
• Shall perform administrative duties that may include maintaining statistical records of his or her clinical workload, participating in medical educations programs, and participating in quality improvement functions and other duties as prescribed by the Flight Commander or Medical Director.
• Shall attend and participate in meetings, professional staff conferences and other appropriate professional activities such as, but not limited to the following: quality improvement meetings, professional staff meetings, commander's staff meetings, flight meetings, and other meetings required by applicable regulations, MTF guidance, or as directed by the Flight Commander or Medical Director.
• Shall possess basic knowledge of operating a wide variety of medical equipment/non-medical equipment to ensure patient and staff safety, proper equipment maintenance and accessibility.
• Shall treat patient information, no matter how developed, as privileged information. Patient information shall not be disclosed or revealed in any way for any use outside the MTF without adherence to HIPAA and local policies and regulations.
• Shall respect and maintain the basic rights of patients, demonstrating concern for personal dignity and human relationships. Providers receiving complaints validated by the FRED, COR, Flight Commander or Chief of the Medical Staff shall be subject to counseling and, depending on the nature and severity of the complaint, separation from performing services under this contract.
• Shall maintain open and professional communication with members of the MTF staff, MTF customers, and other HCWs. COR will report valid complaints in writing to the CO for action. Valid complaints will be considered a performance failure. The contractor shall resolve all substantiated complaints immediately upon notification of the complaint, and no later than the suspense date provided by the CO, or designated representative. Substantiated patient/staff complaints-max 2 per contract/option period.
• Shall seek and maintain interpersonal relationships with clients/families and coworkers which contribute to mission accomplishment.
• Shall possess basic knowledge of various training methods and interpersonal skills in order to develop a rapport with the patients, family members, and co-workers during which instructional and education information is performed.
