The OBGYN Practice Director leads the OBGYN staff to ensure effective and efficient patient care delivery and the achievement of desired patient outcomes. Provide care consistent with medical best practices and the policies and procedures of the organization. Protect the dignity, privacy and confidentiality of patients and their families. Possesses the ability to work independently and collaborate, when appropriate, with other Center healthcare providers to offer integrated care to patients of all ages. This position requires compliance with the Centers Compliance Program and Standards of Conduct and applicable policies and procedures. Such compliance will be considered as part of a regular performance appraisal. Failure to comply with the Centers standards, including the failure to report any conduct or event that potentially violates legal or compliance requirements, will be met by the enforcement of disciplinary action, up to and including possible termination. The expectations by the CEO of each practice director: 1. Run the practice like a small business: This means setting provider expectations regarding the number of patients to be seen by provider per day (e.g., CMS guidelines) to: (a) ensure patients are able to access health care services and (b) ensure sufficient revenue is generated to support expenses and capital needs to not only sustain the practice but to lead the practice into the future to take advantage of opportunities to enhance the practice and potentially expand services available to patients. 2. Lead the practice: a. Set the example for providers and support staff to mirror; the actions and the behavior of the practice director are always at the forefront and are critical to the success of the practice. b. Administrative time is comprised of two components: clinical and practice Clinical administrative time - 1 hour per clinic day to address patient notes/records/etc. It is 30 minutes after lunch and 30 minutes at the end of the day. For example, 4 days of a 5-day week are designated for working practice directors so each of the 4 days will have 1 hour of clinical administrative time. Practice administrative time 8 hours per week, generally one business day, to address all matters related to leading the practice. Any participation in meetings as noted in item Q below should take place during the practice administrative time if possible; if not, then the time necessary to participate in meetings needs to be limited to 2 hours per month or less. c. Participate in the development of Center policy, health center wide and practice specific, and proposal to the Board for consideration and acceptance. The Board sets all policies for the health center. The Board sets all policies. It is the responsibility of directors, practice and administrative, to develop guidelines/protocol/procedures to implement Board policies. d. Participate in the development, implementation and review of practice guidelines/protocols/procedures to ensure continuous improvement in the quality of care available and provided to patients. e. Provide oversight and on-going adherence to practice guidelines/protocols/procedures and staff development activities utilizing evidence-based practices. f. Participate in and provide perspective in critical incident reviews and other practice aspects of risk management. g. Develop, participate, review and make recommendations in health record audits, peer reviews and other practice review activities for continuous improvements to the systems necessary to enhance the health outcomes of patients. h. Participate in the development and maintaining of systems for recruiting, hiring, evaluating and retention of practice team members. i. Develop new practice staff on-boarding guidelines and process. Participate in the direct on-boarding, leading by example, and ensuring the ramp-up period for new providers is optimized. j. Advocate coordination of activities between the directors practice and other health center practices. k. Understand, comply with, and advocate Patient Center Medical Home (PCMH) guidelines and requirements (e.g, Team Huddles are utilized) l. Participate in establishing and monitoring guidelines for afterhours call systems; if appropriate, provider hospital privileges. m. Participate in and provide perspective in health center committees and leadership meetings (i.e., Quality Assurance/Improvement Committee, Credentialing Committee, Senior Leadership Group, etc.) n. Complies with documentation requirements of the performance improvement, grant administration, and clinical tracking systems. Develops and submits documentation as required. o. Collaborate with marketing and outreach efforts including health fairs, community-based events, etc. p. Participate in the development, negotiation and advocacy of partnership referral agreements, memorandum of understandings, contracts, etc. q. Participate and provide practice perspective on behalf of the Center in community partnerships and other organizations. Community partnership and other organization meetings are held monthly, bi-monthly, quarterly, etc. Participation needs balanced with administrative responsibilities involved in leading the practice: 1) If the practice director is spending six hours or more per month at meetings outside of the health center, the director needs to reduce their activities to be on-site, run the practice, and be available as a resource for the practice. 2) If the practice director is spending less than 2 hour per month at meetings outside of the health center, the director needs to be more involved in activities to the perspective of the health center is not absent. Essential Functions: 1. Develop, review and implement OBGYN clinical practice guidelines. 2. Reviewing OBGYN clinical practice by developing and participating in medical record audits, peer review, and other practice review activities. 3. Providing practice oversight for OBGYN care operations in all community health center facilities to include involvement in individual provider practice and primary care program operations. 4. Providing input and guidance regarding after hours call systems and provider hospital privileges. 5. Providing OBGYN practice perspective and guidance with regard to OBGYN care issues. 6. Providing OBGYN practice perspective and guidance to care partnerships with other organizations and community partners, participate in negotiation of partnership contracts and agreements. 7. Assuring quality OBGYN practices are promoted by the development of practice guidelines, staff development activities, and clinical practice review that are evidenced based. 8. Assuring coordination of activities and OBGYN clinical practice for medical care and clinical services. 9. Participate in developing and maintaining of systems for recruiting, hiring and evaluating OBGYN clinicians. 10. Developing and maintaining systems for OBGYN provider peer review. 11. Participating in and providing leadership and perspective in Public Health Professional Practice Committee, Quality Assurance/Improvement committee, Credentialing Committee and Senior Leadership Group. 12. Coordinating with Medical Director regarding nurse practitioner and nursing practice issues in OBGYN clinical operations and services. 13. Providing OBGYN perspective and leadership in critical incident reviews and other medical practice aspects of risk management. 14. Providing OBGYN practice perspective with regard to department billing procedures and policies. 15. Facilitating and coordinating resident training opportunities and placements in the department. Assuring that appropriate contracts are in place, along with the CEO, to address liability, student health, and placement issues.
