Job Description

Last Update: 6/15/17
Psychiatrist
Place of Performance:
Atlanta GA

A-Team Solutions is seeking Psychiatrists to perform SSA reviews in Atlanta GA for an opportunity that we are currently pursuing. Part time and full time positions would be available. The Social Security Administration (SSA) utilizes licensed contract physicians, psychologists, and speech and language pathologists to provide medical consultant services. The bulk of these services involve the independent review of disability claims.

Job Duties:
Conduct most case processing with an SSA furnished computer, laptop, or terminal. Medical records and case folder documentation is viewed, processed, and stored electronically. Interaction with disability reviewers, adjudicators, medical providers, and other staff is required; however, there is no contact with the claimant nor is there clinical responsibility.

New RMCs will be required to participate in an orientation program, which is intended to enable the contractor to attain and achieve SSA's performance expectations. Upon successful completion of the orientation program, the contractor will attain the status of Independent Case Reviewer.

Independent Case Reviewer – An independent case reviewer is a contractor who can independently maintain the performance expectations outlined in this section. An independent case reviewer is required to maintain a satisfactory level of performance of the duties as specified.

The contractor shall perform an independent review of all cases provided by SSA. The purpose of these reviews is to either:

• Determine the accuracy of the DDS medical assessment; or
• Provide a medical assessment for the DDS, Disability Processing Branch (DPB), or Disability Processing Unit (DPU).

The contractor shall not determine the accuracy of a DDS medical assessment if he/she provided the initial medical assessment for the DDS or determined the accuracy of the DDS assessment at the initial level.

When performing independent case reviews, the contractor shall:

• Review medical and non-medical evidence of record;
• Identify and interpret medical records, applying SSA disability policies and procedures;
• Compose medical assessments in a professional manner, in a formal tone (third person), free of jokes, personal anecdotes, emotion, biases, prejudices or colloquial expressions;
• Write to convey their professional medical judgment in a clear and concise manner:
• Consult with staff and others (e.g., other MCs, medical providers) as needed for the review of the case;
• Record findings in the agency electronic process systems as specified by SSA case review policies and procedures;
• Attend required meetings, briefings, and workgroups necessary to perform independent case reviews (e.g., policy updates, procedural changes) or to discuss administrative issues related to the BPA;
• Provide a satisfactory written assessment, free of spelling and grammatical errors, that can be utilized by others in the disability program; and
• If necessary, correct any case reviews returned to the contractor because of the quality control process;
• Report suspected fraud identified in the course of the medical assessment at [Register to View]

The contractor must also keep up to date of SSA policy and current medical research, as this is necessary for successful independent case review. This includes reading SSA correspondence (including e-mails) related to the duties the contractor must perform under this BPA. SSA will make the final determinations whether the contractor’s completed written assessments contain biases or personal opinions beyond professional judgment. Cases containing prejudicial statements or unprofessional language will be returned to the contractor for correction. If it is determined after payment is made that corrections are needed, the corrective actions will be considered part of the cost of the initial case review (i.e., SSA will not pay the contractor an additional fee for correcting the case).

The contractor shall submit each completed independent case review to a disability examiner or other appropriate SSA personnel.

Non-Case Services

SSA may require the contractor to perform services that are not directly associated with any particular case. The Contracting Office Representative (COR) will request all non-case services in writing. The order will include the days of the week and times of the day the contractor must be available to perform these services. To change an order, the contractor may submit a modification request in writing to the COR. The COR will approve or deny the request in writing prior to the contractor performing any services.

The contractor cannot perform the services described in Independent Case Reviews and Orientation (Optional Tasks), if applicable, while simultaneously performing the services in Non-Case Services.

• Participate in presentations related to the contractor’s medical specialty and the application of disability policies;
• Provide consultation and expertise on policy development issues including written and/or oral summarizations;
• Participate in workgroups, visits, and meetings as requested by SSA to discuss issues related to the disability process; e.g., new medical technologies, revision of medical listings, and other policy issues (this does not include meetings, briefings, or workgroups necessary for independent case reviews); and
• Assist SSA in providing one-on-one orientation to others RMCs.

Requirements:

• The contractor must maintain an active License/Credentials Certification to practice medicine in any one of the fifty United States, the District of Columbia, or Puerto Rico.
