Job Description: Catalyst Professional Services is a medical staffing company dedicated to Federal service, with a focus on Army, Navy and Air Force facilities. Catalyst is a Service-Disabled Veteran Owned Small Business headquartered in Colorado Springs, CO, with an office in Washington DC. We currently deliver DOD medical staffing services from coast to coast in over fifteen states.

Catalyst was created by retired Army and Air Force clinical and administrative professionals explicitly to raise the level of performance in Defense medical staffing contracts. We are dedicated to the perspective of the Medical Treatment Facility command and staff, the DOD beneficiary, and our providers. We sincerely feel that if we get those priorities right, our concerns for ethical and effective corporate management will follow naturally.

We currently have opportunities available on our Western Region Locums Contract for FP, IM, and Pediatric Physicians to provide short term service to the Military and their Families ranging from 90 days to 1 year.

This position is a GWOT Backfill position in Ft. Wainwright, AK for the period of 1 Feb 2010 until 30 Apr 2010. This position may be filled in its entirety.

Western Region Locum Tenens Opportunity – Internal Medicine Physician

QUALIFICATIONS FOR INTERNAL MEDICINE PHYSICIANS

1. EDUCATION. Successfully completed a Doctorate of Medicine (MD) or Doctor of Osteopathy (DO) from a school in the US or Canada approved by a recognizing accredited body in the year of the applicant’s application. Graduates of foreign medical schools are required to possess both a medical license and other certification by the Educational Commission for Foreign Medical Graduates (ECFMG) or 5th Pathway. Successfully completed a post-graduate medical training program in Internal Medicine accredited by the Accreditation Council for Graduate Medical Education (ACGME) or American Osteopathic Association (AOA).

2. LICENSURE. Possess and maintain a current unrestricted license to practice as a physician in any of the 50 United States, the District of Columbia; the Commonwealth of Puerto Rico, Guam, or the U.S. Virgin Islands.

3. CERTIFICATION/REGISTRATION. Have and maintain a current, valid, unrestricted DEA certificate. Have and maintain current Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS) certification. The American Heart Association Basic Life Support for Healthcare Providers and American Red Cross CPR/AED for the Professional Rescuer are the only two programs accepted.

4. EXPERIENCE. Shall have a minimum of one year of in-patient experience within the last three years working as an Internal Medicine Physician. Residency training counts as experience.

5. CONTINUING EDUCATION. Shall meet Continuing education requirements as reflected in AR 351-3 or as determined by the provider’s State of licensure, whichever is more stringent.

6. Candidates must be US Citizens.

SPECIFIC TASKS FOR INTERNAL MEDICINE PHYSICIANS

1. The quality of Internal Medicine Clinic’s services shall meet or exceed community standards of professional practice for the health care concerned as determined by the authority that governs military/community medical professionals in the same discipline.

2. The Internal Medicine physician shall perform essentially the same duties as those required of any Medical Corps Officer or Government Civil Service Physician of similar experience and in similar duty assignments. Providers shall see up to 20 outpatients per day each day they are scheduled to work in clinic.

3. Facilitate patient access to medical care by recommending appropriate referrals to other health care providers in accordance with MTF policies and regulations.

4. Prepare all records and reports as may be required in support of services rendered and as required by the MTF.

5. The HCP shall complete each outpatient encounter in AHLTA at the end of each day or within 72 hours. The HCP shall complete each inpatient encounter in the inpatient records in accordance with Army regulations and MTF policies.

6. Take part in clinic Quality Assurance Program as required to meet the standards of the Joint Commission on Accreditation of Healthcare Organizations.

7. Have sufficient experience to be able to adequately diagnose and treat diseases and injuries, and to perform procedures indentified to include, but not limited to the following.

Cardiovascular diseases – congestive heart failure, hyper-tension, arrhythmias, acute myocardial infarction

Respiratory diseases – asthma, bronchitis, pulmonary thromboembolism, and pulmonary insufficiency and adult respiratory distress syndrome.

Gastrointestinal diseases – peptic ulcer disease, gastritis, pancreatitis, cirrhosis and alcoholic liver.

Endocrinology – diseases of the thyroid, diabetes mellitus.

Rheumatology – sarcoidosis, degenerative joint disease, rheumatoid arthritis

Nephrology – acute renal failure, chronic renal failure, urinary tract Infection

Infectious diseases – infectious diarrheas, bacterial infections, hospital-required infection, infections of the compromised host, tuberculosis, and other microbacterial infections.

Neurology – epilepsy, cerebrovascular disease, Parkinson’s disease.

8. Perform the following medical procedures, to include, but not limited to the following:

Electrocardiogram (ECG) interpretation

Graded exercise treadmill testing (desirable but not essential)

Emergency Intubation and airway management (ACLS)

Lumbar puncture (desirable but not essential)

Paracentesis (desirable but not essential)

Thoracentesis (desirable but not essential)

CPR

9. Have sufficient experience to be able to adequately perform the following medical procedures to include, but not limited to:

Arterial & venipuncture for labs

Venipuncture for IV access

Intubation

Urethral Catheterization for labs.

Ability to read and interpret ECGs (advanced skills not expected, but should be able to recognize serious abnormalities such as PSVT (paroxysmal supraventricular tachycardia), V-fib, V-tach, PVCs (premature ventricular contractions), PACs (premature arterial contractions), PSVT with underlying WPW (Wolf Parkinson White), ventricular hypertrophy, bundle branch blocks, and primary, secondary, and tertiary AV (arterial ventricular) block.

Ability to read and interpret CXR, KUB (kidney urethral bladder), bone films.

Ability to read and interpret ABGs (arterial blood gas), CBC, electrolyte coagulation, and similar routine lab results.

HOURS/SCHEDULE

Work Hours. The contractor shall provide services not to exceed a 40-hour work week consisting of an average of an 8-hour workdays plus a 60 minute unpaid break. Clinics have designated operating hours established by the local MTF and clinic policies, and may vary by location (typically 0730-1630) however hours may be modified during surge activities. Required services may be scheduled between the hours of 0600 hrs to 1900 hrs, Monday through Friday. Duty on weekends and outside normal clinic hours may be required based on mission requirements. Meal periods are not payable and will be coordinated and scheduled between the assigned MTF supervisor and contract providers. Commuting time to and from required place of performance is not compensable by the Government.

On Call and Post Call. Call is required for physicians and will average “one in four”, either one out of every four days or one out of every four weeks. Call on holidays will average one out of every four holidays. When on call the physician shall telephonically respond to a page or call within 15 minutes and, if necessary, return to the medical treatment facility within 30 minutes.

Overtime. Contract Physicians and Mid-Level Providers may be required to work overtime. Overtime shall be worked ONLY with the prior authorization by the COR or the designated government official who has supervisory oversight (i.e., Chief of Service, Department Head). If the approving government official is other than the COR, then he/she must transmit to the COR his/her approval of the overtime hours and number of overtime hours he/she has approved.
